Phillips 711 Hack posted. Multiregion or only region 1 ??

Is the hack posted here referring to the use of the RC6 code useful for multiregion ? or is it only for region 1? The heading is a kind of misleading.

I bought a region 1 and need it region 4, or better if multiregion !!
