I think it may be something to do with the supplied scart lead - try using a different lead or a scart adaptor with audio and video inputs.

This worked for me:
With the disk drawer closed
Press Return button on remote
Press info button on remote
Press 8880
SET REGION FREE will appear on the screen
Different regions can be set by replacing the 0 with the appropriate number after the 888
