Cutting a long story short:

1. Even in the script he would only have been a voiceover, as the idea is that he has discovered how to speak from "the other side", while it will be Obi-Wan who first manages to reappear as a ghost-hence a surprise when the films are watched in 1-6 order by future generations (remember Obi first just speaks to Luke in Ep 4, and only appears in Ep 5).

2. The scene was written, but never filmed, according to producer Rick McCallum. Cynics insist that they intended to use it, but Liam Neeson refused to be involved, and a suitable mimic could not be found...

...we`ll most likely never know the truth, nor see a scene inserted into the Ulimate Box Set....
