Hi Pointy,
Regards a cheap amp I would go for the Sherwood rvd6095rds, it will decode DD, DTS and pro logic. It is well reviewed and you can pick it up from Richer Sounds for £200, which is a bargain. Once you have the amp you will need to buy a digital cable to connect your DVD to the amp, this will carry the DD and DTS signals to be decoded by the amp. Your Video and Sat will be connected to the amp via LR phono cables.
Regarding speakers I would strongly recommend extending your budget to include a center speaker to, I think this is essential if you want a decent DD/ pro logic sound. have a look around Richer Sounds again and they have some great deals on speakers, dont forget to put some money aside for some good quality speaker cable. Idealy you want to match all the speakers up power wise so I should check your power of your existing tv speakers before using them as rears.
Regarding the surround sound you will get, when playing back DVD`s encoded with DD or DTS this provides 6 channals of surround sound, the extra one being a sub channal, that speaker can be added latter. When playing back video and watching sat and terrestrial TV the left and right channals carry pro logic information which the amp will decode into a 4 channal surround sound where the rear sound will be mono from both speakers.
I hope the inclosed helps you, let me know how you get on, you can email on rekabazzag[at]moc.tenretnitb and I will be happy to help further.

Here`s a set up for you all from Richer Sounds:
Sherwood R6106R Amp Receiver (DD, DTS, Pro Logic) £200
Celestion Centre Dialogue Speaker £90
Celestion F2 Speakers a pair £120
Eltac Bi-Polar rear speakers a pair £150
Gale Speaker Cable £2.00 per metre.
Gold plated Banana plugs £5.00 ea. (Makes it easier to plug in speakers)
(Bi Polar speakers are wedge shaped and are great for throwing the sound around an awkward shaped room like I have).
Hope this gives you a good idea of what cash to put aside for a decent setup.
