Can ogg. files be converted to a format that can be played on an ordinary DVD player?

Ogg files can be manipulated so that you generate two or three seperate files.
1. An avi file,
2&3 Audio files
as well as subs.

You can then use a dvdcreater software to specify the video, audio and sub file for your DVD.

I cannot remeber which software I used when i did this with Ranma anime series about three years ago but it is out there somewhere

Check out this freeware http://www.dbpoweramp.com/
will convert audio files from most anything to most anything... the mp3 option costs a few dollars though..
