Page 1 of Strange Interference?

On certain dvds and using the TV Out function on my PC i often see strange circular patterns at the corners and sides of the television picture.

I`m wondering if this is a problem with the TV and if anybody knows anything that can be done other than getting a new set?

I have tried various scart and s-video leads.
