looking to buy cheapish 15 inch lcd tv for kitchen. are there any special pffers around ie with digibox

There has never been small screen TV with a built in digibox if that is your question, yet! There was a 28" CRT LG and a large Panasonic I think.
If you mean LCD TV with built in DTT / Freeview try Argos amongst others.

it dosent have to have a freeview box built in...i know there was a special offer around a while ago that if you bought a 15 inch lcd tv you got the box free
