Phillips DVD622 and Goodmans TV - NTSC incompatible????

I have converted my DVD to Multi-region but I can only get a flickering picture for Region 1 discs.

The TV is 3 years old and does only say PAL in the book.

I have altered the DVD to PAL and the System Setting is also PAL.

Do I have any other options other than buying a new TV?

Or are there some techy people out there who can help???
