Cup winners cup question

If the cwc was still running who would be this years English entry, i know that if the F.A cup winner was in the European cup/champions league then the runner up would play in the cwc but with both the winner and the runner up in the champions league who would it be......sorry to ramble on :)

My mother sadly is no longer with us, my father lives in Gretton (small village in northants)
so that makes him about 2000 miles away from me :/ , i see him about two times a year (not enough i know) , we speak on the the a couple of times a month.

Not Algeria, ok, the building on the left looks like a civil building so that could be a civil flag on top of it. It looks like a three horizontal stripe design, with black at the bottom white in the middle and maybe red at the top? so if not Algeria i`m going for Egypt. :B

The momument looks very Middle eastern, and if you enlarge the picture there are a few women in the full muslim dress thingy(cant think of the name of it) also some women with a more western style dress. The area looks abit too westernized for the 20`s/30`s middle east, so it has to be a muslim country in Africa that was popular with westeners. Algeria was very popular with the French in the 20`s/30`s, and if you look at the top of the the big white building(hotel?) there are three flags, the one on the right just could be the French flag.......its just a theory :/

No not really, but Emile (i never thought he would play for England again) Heskey and Joleon Lescott have been, McClaren said about Lescott "He is big and strong and is a threat at set-pieces as well, but as a defender he makes life very difficult for strikers" , and about Heskey "Emile is a player with a lot of international experience and has played many times with Michael Owen in the past", SO WHY WERE THEY NOT NAMED IN THE ORIGINAL SQUAD !!!.............ok rant over (i think Lescott is a pretty good player by the way).
