Couldn`t hazard a guess at the quality, though.
EDIT: although one of the reviewers isn`t too hpapy about it. Oh well...

Are you sure its only 640x480?
I`ve bought this camera, under the Trust brand and as some of the other reviews have said, you get what you pay for.
If the lighting is good, but not bright, at 2mp you get a decent picture - but if its very bright, then you generally get loads of white, sometimes even using the flash will give you that problem as well.
It also drinks batteries like there is no tomorrow, and it doesn`t have an option for using an adapter, and it doesn`t draw power from the USB cable so its use as a webcam isn`t that good.
It also doesn`t store the "flash" - which is a problem because it turns it self off after 2 mins and promptly forgets all settings that you had used, and then you have to recharge that flash (which can at best takes 3 seconds and can take more than 12 seconds)
The optics aren`t great, and it focuses on the nearest item, not what ever is in the middle of the Camera (although that might be me being picky, and really a function for an "expensive" camera) basically you could have 20 mega pixels, but if the light going through to them is crap, you get 20 mega pixels of crap.
And finally just to reiterate - You Get What You Pay For
