Page 1 of film tittle needed

when i was a kid i remeber a film, where there is a roller hockey team playing in the opening sequence although the goal is in the middle of a circular rink, there is also an army chasing them, with a scene of a man`s hand been held under a machine which burns the skin off.
if anyone knows the tittle of this film please help as i can not find it anywhere
