Electric heating

Anyone here got modern electric heating ?
Me dear old ma`s just bought a retirement flat with ancient electric panels in it.
She wants to put in gas,but I`m not sure she can (supply) and I`m not sure she wants the massive inconvenience of floor being ripped up for pipes etc.
Then there`s the expense,which she can ill afford.
I would imagine electric heating has moved on since I had it (15 years ago) and her flat was built ( about the same ).
Anyone recommend modern efficient replacement panels ???

is the retirement place purpose built? My mum bought a retirement flat last year(McCarthy & Stone) and she has the electrical heaters. Thers is no gas on site at all so she couldn`t have gas heating if she wanted anyway. But the electrical heaters work just find. And they don`t seem to be too costly
