I just had this happen - I`m not seeing the joke though

I was just walking the dog when a kid in his mum`s Ford Ka drove pass me driving like a knob and decided to beep his horn frantically at me and wave like a looney.
I don`t know him and he was driving alone so can`t see how he was trying to impress his mates. Am I missing the part that makes this funny?
