No is the quick answer
but you can get a multi region chip
now and it will output ntsc
dont know where to get this though
i think techtronics do one but they
dont get very good reviews from other
users on this site.

hope this helps

The real answer is that it is, but your TV is not able to display NTSC, which is why the picture is black and white.

None of the hardware (or software) modifications available for the PS2 will allow it to convert NTSC disks to PAL, so you are left with two options:

1) Change your TV for one which can display NTSC.

2) Buy a standards converter which can do NTSC->PAL.

Unfortunately, neither of these is very cost-effective :(

Actually, there is a third option:

3) Buy a region-free DVD player capable of outputting PAL when playing an NTSC disk. Be careful with this one since most of these will output PAL60, which your TV may still not be able to display, in which case you will require PAL50 output (which is the safest option if you`re not sure).

The fourth option is to buy a DVD Region X, which makes your PS2 multi-region and allows it to output DVDs in RGB. Then simply connect it to your TV via a RGB SCART lead.
