Can I connect my VHS to a PC Monitor or watch it through my PC?

As long as you have a TV tuner card with external input on it, then yes, via the PC.

You can get external USB ones too nowadays or those Dazzle Video Creator type things which work too.

Don`t worry about the fact they usually only have the Yellow/Red/White connectors (Composite for video, worst connection possible) because VCR`s only output composite anyway.
