Either Blair will take over the brief himself as a former shadow home secretary and campaigner for `tough on crime, tough on the causes of crime` or for Clarke or Reid to be shifted and Milburn to be brought back to the front bench. With the general election only several months away, Blair might decide to do the job until after the election and the dust has settled.
