Synopsis:
After being in the police force for ten years and fourteen transfers around India, assistant police commissioner Prithviraj Singh (Sanjay Dutt) is finally transferred to Mumbai. This upright, honest police commissioner makes it his duty to make sure the streets are safe not only from hoodlums and gangsters but from high end corrupt politicians and policeman. His time consuming work has an effect on his married life with his wife Anjali (Mahima Chowdhury).

A.C.P Prithviraj`s first encounter in Mumbai is with the bootlegger Iqbal Pasina (Mukesh Rishi), and after shutting down his illegal businesses Iqbal comes to admire the A.C.P for his strength and courage and becomes an ardent fan of his.

When Amber, son of chief minister Babu Rao Deshmukh (Om Puri), rapes an innocent girl A.C.P Prithviraj decides to face the brunt of this highly corrupted man by arresting his son and refusing bail. Babu Rao decides to make sure that Prithviraj pays for this insult and frames him for the death of a petty thief. He then, with the help of hospital officials, murders the girl his son raped. Yet evidence of his son crimes are still at large, in the form of a statement from the victim, which Prithviraj has.

Babu Rao terrorizes Prithviraj and his family members so that he doesn`t testify in court with the evidence. When an attempt to kill him is made on Prithviraj, a politician Sambhaji Yadav (Shivaji Satam), from the opposite party decides to help him out. But this also turns against Prithviraj as Babu Rao bribes Sambhaji and hands him over the evidence leaving Prithviraj in defeated and lost.
