I use a program called Total Recorder, but you have to pay for it!

get a pc microphone, plug it in, stick it next to the pc speaker, and use any number of free progs that let you record audio clips as WAVs or something :D

I use a program called Free Hi-Q recorder, which is free. But with this, you can only record at 96kpbs. But that`s ample for audio.
Just remember to turn all your system sounds off when recording, because it records all sound that comes through your soundcard. :D
Bit annoying when you`re near the end of something and someone sends you a message on MSN or something, as it records the dings. :D

Google for Streambox VCR, it might take a bit of finding, but it is out there somewhere.

Just a vote for Cybercorder 2000 - very versatile little program - I use it daily.
It compresses on the fly to MP3 or you can leave it as WAV if you like. Programmable like a VCR, and has a large range of settings depending on the quality you want to achieve. I have used it for low bitrate 32k radio streams, up to archiving Freeview radio to CD at very high quality. Should do everything you want.
